UPWARD BOUND (UB) PROGRAM DIRECTOR
$75,000 Annually: Exempt, Full-time, Benefits Eligible
Summary: Under the direction of the Executive Director, plan, coordinate and direct all day-to-day activities, events, and services related to a total of 3 TriO Upward Bound grants: UB, UBL, and UBMS; ensure compliance with state and federal regulations and Wahupa’s policies; train, supervise, and evaluate the performance of assigned staff and program objectives.
Vision: Provide support and leadership to UB staff and low-income, first-generation students to prepare for postsecondary education.
Responsibilities:
· Manage, administer, and supervise the UB program, in accordance with Wahupa’s policies and in compliance with State and Federal regulations outlined in TriO; including the success of providing services at UB target schools to the number of participants per grant.
§ UB= Minimum annual requirement: 96 participants; 2/3 low income and first generation.
§ UBL= Minimum annual requirement: 62 participants; 2/3 low income and first generation.
§ UBMS= Minimum annual requirement: 65 participants; 2/3 low income and first generation.
· Build and ensure a safe, positive, and creative learning environment for all students and staff while keeping open communication between UB and Wahupa personnel.
· Facilitate, oversee, and evaluate the implementation of the UB projects to maintain a high-quality program; conduct individual bi-weekly staff meetings with UB personnel to provide feedback and direction on grant objectives.
· In conjunction with the Executive Director, provide leadership to the mission and vision of Wahupa and meet TriO regulations for the UB programs.
· Practice sound budgetary management by preparing and monitoring UB financials in coordination with the Executive Director and Fiscal Director; monitor expenditures, travel per diem, receipts, fiscal reports, vouchers, etc. while keeping budgetary information confidential.
· Recruit, select, train, supervise, and evaluate staff for UB to ensure staff meet employment and TriO regulations; Schedule appropriate staffing; Supervise personnel to ensure effective and smooth operations; Annually and 90-day probationary evaluate all UB personnel.
· Communicate UB program information to students, families, and other stakeholders through a variety of social networking (websites, meetings, conferences, etc.); Promote and support retention and graduation efforts of students in UB target schools.
· Support and carry out Board of Directors and Executive Director directives and policies with a positive attitude.
· Positively represent Wahupa within the community, region, state, and national level by attending and presenting at meetings, conferences, and other college outreach programs.
· Coordinate, implement, and prepare UB forms and files in collaboration with UB staff to ensure accuracy and completeness.
· Visit each school site to serve as a resource for Wahupa UB staff and District personnel; Plan, organize and implement information from personnel, including but not limited to: daily staff schedules, rosters, transcripts, scholarships, graduation, personnel files, and personnel concerns, etc.
· In collaboration with the Executive Director, execute the development, preparation, and submission of U.S. Department of Education reports, including but not limited to: Annual Performance Reports (APR), Grant applications, Board agenda items, data numbers, etc.
· Work cooperatively with Wahupa personnel, school site personnel, families and students; collaborate with the Executive Director in the development of goals established by the grant(s) and implement the objectives with UB personnel; including but not limited to a Spring Break trip and a 6-week summer program.
· Plan, organize, and implement conferences and professional development; Attend and participate in Wahupa staff meetings; Prepare, schedule, and meet with the Executive Director bi-weekly.
· Other duties as assigned.
Ability to:
· Plan, organize, and administer the operations of the UB program by interpreting, applying, and following TriO regulations, Wahupa’s policies and procedures.
· Conduct an appropriate course of action to all meet timelines and schedule.
· Use interpersonal skills to direct, manage, train, and evaluate UB personnel.
· Apply laws, regulations, and principles in reaching a decision and accept direction from the E.D.
· Follow instructions and communicate professionally, both orally and in writing.
· Work independently and confidentially with discretion.
· Establish and maintain positive working relationships and work cooperatively with staff, parents, students, community members, officers, and others.
· Effectively facilitates one-one one and presentation advising sessions.
· Manages time & calendar to ensure accessibility to students.
· Maintains accurate records.
· Correctly submits student-related advising notes or forms for all student contacts.
· Responds to all student queries.
· Completes caseload outreach, as directed.
· Finds and uses advising-related information, reports, and data.
· Uses advising technology to manage advising practice, as directed.
· Demonstrates knowledge of best practices related to advising.
· Identifies resources related to career development.
· Collaboratively works with all members of organization, schools, and community groups.
· Attend professional development events or activities as requested.
Terms of Employment
· At-Will; Criminal Justice Department Fingerprint Clearance; TB Clearance; COVID-19 Immunization Records/ weekly testing (continent on partnerships); Degree Transcripts; Mandated trainings and professional trainings; Contingent upon performance, budget and funding from the U.S. Department of Education.
Qualifications
· Bachelor’s degree and Master’s degree in education, social work, counseling, higher education administration or something similar required.
· 4 years of experience working with parents and students of low-income and diverse cultural backgrounds, including experience with TriO programs.
· 3 years of experience supervising, preparing financial summaries, and working with financial aid systems.
· Ability to relate to parents and students of low-income and diverse cultural backgrounds.
· Ability to work positively and cooperatively with Wahupa staff and school personnel to build and maintain partnerships.
· Experience in overcoming the disadvantages of circumstances like those of the population of the target area is preferred.
· Proficient in Office 365, Excel, quantitative databases, and PowerPoint.
· Able to work occasional evenings and weekends to support program initiatives and services, including overnights, field trips, and conferences.
· Reliable transportation to perform duties; which includes a cleared driving record for Wahupa van and a car to drive to target schools.
